you have already stretched the high crown section which you marked with the red lines quite a bit, you have rolled that part but stopped 2 inches from the end of the panel, which holds the sides upward and keeps them from going down. If you notice, the panel is out of shape, too much shape in the middle. Do as GoJeep mentions, start by stretching only these two parts at the end of the fender, but stay away from the red lines. Then you reassess the situation.

You're almost there.
