Default Fender skirt advice/ help

I am having trouble making simple fender skirts for my !950 Chevy Deluxe and the skirts that are available for it do not fit well. I've thought about making a hammer form but that would still require shrinking and stretching to make them match the contours. I've tried making a 90 degree flange and running it through a shrinker/stretcher but not happy with the results so far. I don't have picture at the moment but I could get them if needed for advice. I'm either over thinking the process (which I tend to do) and that causes frustration, or I lack the basic skill needed to accomplish the task at hand. What's the best way to go about this?
