			Welcome Roy.  What you are seeing is shape vs arrangement with the changing width.  You are correct... it's metal, it can be shaped.  If you're guy can't do it, get it back from him and send it to someone else..  Do you know the metal gauge?  If it's one of those 11ga fenders it takes some serious tools to move it.
