A Miller Coolmate 1 might be quieter. This is the 1 gallon cooler that comes in a Dynasty 200DX package. I run my 200DX off a Coolmate 3, which is fairly loud, but the fan on the Dynasty is louder than the cooler.
You might also try adding a thermistor circuit to the fan on your current rig, so that the fan is only on when the tank water reaches a certain temperature. Another option if you don't need water cooling all the time, is simply another air cooled torch. You can pick up a very nice CK air cooled torch for $100. You could just unplug your water torch on the main lead, and plug in the air cooled without disconnecting any water.

Thanks to EVERYONE who contributed ideas to this thread. I took the HTP unit apart and sure enough, it was the cheap stamped aluminum fan that was making 95% of the noise, not the pump. The fan is attached to the rear end of the pump motor. The engineers didn't spend one minute trying to design a quiet fan with aerodynamic blades. They just used bent aluminum blades there are incredibly inefficient, and noisy.
So... using Richard's suggestion, I removed the crap aluminum "fan" and found a 120volt PC cooling fan in my scrap pile, and wired it into the unit's harness. When the pump comes on the fan goes on. I've cut noise down 80%, and it is now "livable". Once again, thanks to all!

If you have running water available you could just use that instead of a cooler. The school I am using to get some CWB tickets uses tap water and the 255 Amp machines will shutdown on overload before there is a problem with the torches.
