Default phase converter question

I chose shop safety for this post because I'm not sure where else to post it, and I've been told it's a serious safety issue. And I'm not quite sure this is technically a "metal shaping" question, but it is for my shop, where I hope to do metal shaping someday .
I need someone to educate me on phase converters. I am looking at some different equipment that I can get for a song, but it's all 3phase, and I only have single phase in my shop. I'd like to do it, but it has to be done right, safely, and economically.
