Cat litter is going to turn to dust in short order. You want light? Try injection molding pellets. I have a bag full of them that I travel with and it works fine other than it doesn't want to stay in place like sand does.

So it would appear that sand is the way to go, now is there a specific type of sand or can I just use any kind...GM

Unwashed sand like the traction sand sold in tubes in Northern climes has a lot of dust, I would avoid that as well. I use a lot of it on my walks and drive each winter and can verify its dust content. I have used washed play sand, but after reading on another forum have switched to Black Diamond blasting media, as it has negligible silica content, is cheap, and I have it here for my blast cabinet anyways. Comparing the two, the Black Diamond seems firmer. Maybe because it's a larger, sharper granule, so it doesn't move as easily as the play sand?

If you can find a pair of motorcycle riding chaps they are a good source for heavy leather as well.

I just use play sand and sift it through a window screen to filter out any rocks. When it breaks down enough that it starts to puff dust out the seam, I'll dump it in the flower bed and spend another 5 bucks for a refill. I think I've refilled one bag in 20 years.

I see that most of the discussion is about the fill media. What should also be considered is what the bag itself is made of. If you use a heavy Latigo Leather or a soft suede leather they will afford different amounts of resistance given the same types of fill.

I acquired my bag from a supplier who had sewn it and added a zipper very thick. I had him make it with the roughside out and smoothside in. Just need the filler. I guess it's going to be sand...GM

I use silver sand. It's very fine, packs down to a good density and is made mostly of quartz. I use it to bend pipes too.

Yes, but please be aware that some sand blasting sands do contain silica in various degrees, and many others have different health concerns. Here in the States, Black Diamond is readily available at big box farm stores, among other outlets. It's a by-product of coal burning so it's cheap at $7.50 for 50 pounds. Before switching, I was paying $30 just in shipping for 50 pounds of a different media.
Here's the MSDS on it in case anyone's interested: https://www.blackdiamondabrasives.com/media/1106/coal-slag-sds-rev-42-july-2017.pdf
