Thank Gary, based on the great advice above I'm doing MUCH better and the popping has stopped. Turns out my issues was almost everything mentioned above. I did not have a neutral flame, I was to close to the puddle and my angle was wrong! Amazing what some advice from the experts can do.

Now my issue is burn through. I think it might be the tip size. I'm using a Harris 85 with a #2 tip. I think I should pick up a #0 or #1. Any thoughts or advice?

Even when everything is right you can get burn through if you don't add rod at the right time, at least if you are working to have flat welds that are easy to work out. These two images are of a patch I welded in Saturday, and I was blowing holes several times, but filled them up as I went on. Welds are hand-hammered flat and ready for some 180grit and primer.
