Default What to do first?

I need to make a lower front fender patch panel for a 54 mercury. Do i shape the patch first or tip the flange. My friend has an english wheel & a s/s. Thanks Mike

Shape first normally although it depends on the actual shape. The problem with tipping first is that you can't easily work up next to the flange with and ewheel.
