Default Indented flat for screw on fender flares

Hey guys, I am starting my fender flare portion of my car build and am mid way through completing the buck. My question is how do I make those indented zones where a clearance hole is put and the screws holds the fender to the body of the car? At the edge of the fender will be a short 1/8th tipped edge that will rest on a rubber trim edge. I've searched YouTube but the videos just show how to make the fender but not these flats. Also wether they get put in before or after I tip the edge over where the rubber trim will sit. Thanks for any advice or links to helpful videos.

I would try to make a die set, comparable to a dimple die. Those should be on the youtube.

I've seen dimple die stuff on youtube, just not tools specific to this fender application. I can no doubt make something up. I was hoping someone might have a proven method already. Thank you

That's exactly what I'm looking to do. I've left a bit of material to tip over where it will meet a rubber trim channel-strip and so I suppose I can try to make a vice-grip tool or maybe two tools to do it proggressively. NOt sure if anyone had made something before.
